Abstract:Urban greenways, as crucial carriers for urban ecological restoration and public recreationalresources, play a significant role in enhancing urban environmental quality and qualityof life. Focusing on Wuhan East Lake Greenway, this study selected citizens' commentsfrom the Municipal Government Online Message Board from 2017 to 2024. Using the KHCoder tool, the study identified the core demands and prominent issues related to citizens'experiences with greenway usage and revealed the co-evolution mechanisms of thesedemands and policy priorities based on policy document analysis. The results show thatcitizens' demands cover five aspects: tourism experience, infrastructure service, governanceof greenway's surrounding areas, road-vehicle management, and transportation planning. The contradiction in road-vehicle management is prominent, and the construction andmanagement mechanism of greenway sharing needs to be strengthened. Besides, East LakeGreenway policy change shows a three-phase trajectory: ecological restoration, functionalexpansion and refined governance, which generally aligns with the public's expectations forthe greenway's cycling function and smart development. However, the accessible designand children's rights protection need to be further enhanced.
